Principle 10 of 10

Sybil-Resistant Identity

Governance participation must be anchored to unique human identity, not token holdings.

Without Sybil resistance, quadratic voting collapses to plutocracy — a wealthy actor simply distributes holdings across many identities. ProtoLedger specifies a DNA-anchored, zero-knowledge identity system with mandatory two-factor liveness verification. This is the most technically demanding principle and the one furthest from current production capability.
